- Description
- This is a Solicitation Notice. This Solicitation will be issued unrestricted. Award of the project will be made to the responsible offerors whose proposals, conforming to the Request for Proposal (RFP), will be most advantageous to the Government resulting in the Best Value, cost or price and other factors considered. The contract will be a combination firm-fixed price, indefinite quantity contract with Service Contract Wages and Davis Bacon Wages . The Contractor shall provide all labor, material, equipment, tools, transportation, supplies, and supervision required to inspect, perform preventive maintenance, repair, alter, and improve the Fire Suppression Systems, as well as all other utilities piping systems in buildings and on piers and trestles. This work includes the preventive maintenance and repair service of all components, devices, equipment, and associated systems consisting of pumps, diesel engines, electric motors, compressors, sensors, control systems, right-angle drives, drive shafts, flow indicators, tamper switches, freeze protection systems, heat exchangers, piping, valves, hydrants, expansion joints, heat trace, insulation, strainers, and all other items of equipment essential to the proper operation of the Fire Suppression, Potable Water, Sewage, and Steam Systems on Piers 1, 2, 3, and 4, on the Main Trestle, on Trestles 2, 3, and 4 and in Buildings R-20, R-22, R-28, S-63, and 559 at Naval Weapons Station Earle Waterfront Complex, Leonardo, NJ. The Contractor will NOT be responsible for high voltage (over 600 volts) electrical distribution system controls and panels, but will be responsible for wiring and power (under 600 volts) from controls and electrical panels to the controllers, pumps and other components. The term of this contract is for one Base period of twelve (12) months plus four (4) twelve month option years. The estimated base year value of this contract will be $1.3M. The services to begin 26 February 2001. The SIC Code is 1799 and the Small Business Size Standard $7.0 million. The Government reserves the right to reject any and all proposals at any time prior to award and to negotiate with any or all offerors. Offerors should not assume that they will be contacted or afforded an opportunity to qualify, discuss, or revise their proposals. Therefore, proposals should be submitted initially on the most favorable terms. This Request for Proposal package will only be available on the Internet. The address for downloading this solicitation from the internet is: www.esol.navfac.navy.mil. Downloading from the Internet is free of charge. All prospective offerors should register on the NAVFAC Electronic Solicitation Internet Website (www.esol.navfac.navy.mil) for this project by clicking on the Entrance Button to access. You must first create an account. You may view our site without an account, but you will not be able to register for a solicitation unless you have an account. Input your Company's information, then click on "Submit" and follow the rest of the instructions. When the Request for Proposal package becomes available, your company will receive an e-mail letting you know that you can now download the RFP package from the Internet. An official Planholders list will be maintained on-line and can be printed from the web site. Planholders lists will not be faxed and will only be available from the Website. Recording and blueprint companies are also required to register. Notification of any changes to this solicitation (Amendments) shall be made only on the internet. Per the Debt Collection Improvement Act of 1996, the Defense Federal Acquisition Regulation Supplement (DFAR) has been amended to require all contractors to register in the Department of Defense (DOD) Central Contractor Registration (CCR) Database. Be advised for solicitations issued after May 31, 1998, failure to register in the CCR makes an offeror ineligible for award of DOD contracts. Information regarding this registration may be obtained by accessing our website at www.ccr.disc.dla.mil or by referring to DFARS Subpart 204.73.
