Description
This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; a proposal is being requested and a written solicitation will not be issued. Solicitation N61339-00-R-0140 is issued as a request for proposal and incorporates the provisions and clauses in effect through Federal Acquisition Circular 97-19. The applicable SIC Code for this solicitation is 3679(NAICS-334419) with a size standard of 500 employees. The following items are required: CLIN 0001 -- DRT (DEAD RECKONING TRACER) CONTROLLER INTERFACE, A TOTAL QUANTITY OF FIFTEEN (15) EA. (SLIN 000101 -- QUANTITY OF SEVEN (7) EA. TO THE FLEET ASW TRAINING CENTER, SAN DIEGO, CA 92147; AND SLIN 000102 -- QUANTITY OF EIGHT (8) EA. TO THE FLEET TRAINING CENTER, NORFOLK, VA 23511); CLIN 0002 -- HEADSET/PUSH TO TALK (PTT) INTERFACE, A TOTAL QUANTITY OF ONE HUNDRED FIFTY-FIVE (155) EA. (SLIN 000201 -- QUANTITY OF SEVENTY-THREE (73) EA. TO THE FLEET ASW TRAINING CENTER, SAN DIEGO, CA 92147; AND SLIN 000202 -- QUANTITY OF EIGHTY-TWO (82) TO THE FLEET TRAINING CENTER, NORFOLK, VA 23511). VALIDATION OF THE ITEMS ON GOVERNMENT EQUIPMENT AT THE NAVAL AIR WARFARE CENTER TRAINING SYSTEMS DIVISION (NAWCTSD), 12350 RESEARCH PARKWAY, ORLANDO, FL, IS REQUIRED PRIOR TO SHIPMENT TO THE SITES. DELIVERY OF THESE ITEMS SHALL BE MADE NO LATER THAN SIXTY (60) DAYS AFTER RECEIPT OF THE ORDER; WITH ACCEPTANCE AT DESTINATION UPON DELIVERY. DELIVERY SHALL BE MADE FOB DESTINATION. ON 7 SEP 00, PROSPECTIVE OFFERORS ARE OFFERED AN OPPORTUNITY TO VIEW THE PROTOTYPES OF THE ITEMS TO BE PROCURED, PRIOR TO PROPOSAL SUBMISSION, AT THE NAVAL AIR WARFARE CENTER TRAINING SYSTEMS DIVISION, 12350 RESEARCH PARKWAY, ORLANDO, FL. PROSPECTIVE OFFERORS SHALL CONTACT THE CONTRACT SPECIALIST, DARLENE HOSTETTER, AT 407-380-4092 OR LT CHRIS CAUDILL AT 407-380-4508, IF YOU PLAN TO VIEW THE PROTOTYPES. ADDITIONALLY, THE DRAWINGS FOR THE DRT AND PTT BOXES AND GERBER FILES NEEDED TO BUILD THE DRT CIRCUIT CARDS AND TO HAVE THE CIRCUIT CARDS ETCHED ARE AVAILABLE FOR DOWNLOADING AT THE NAWCTSD WEBSITE (WWW.NTSC.NAVY.MIL) . NOTE: THE GERBER FILES ARE UNREADABLE, AS THEY ARE TO BE LOADED ONTO A CIRCUIT CARD MACHINE FOR USE. The following FAR/DFARS provisions and clauses apply to this acquisition: FAR 52.212-1, 52.212-2, 52.212-3, 52.212-4, 52.212-5, and DFARS 252.2121-7001. The following evaluation criteria shall be used as addenda to FAR 52.212-2(a): (i) Technical Capability -- each offeror's proposal shall include their planned purchase, integration, test and delivery plan (this plan shall reflect the processes to be taken to ensure the contractor will meet the required delivery date for the specific products listed above; shall include their quality and assurance process for review by the Government); (ii) Contractor's Past Performance -- offerors shall identify the contract number, contracting office with a point of contact and telephone number of all comparable contracts performed, for review of the evaluation team in determining contractor's past performance; and, (iii) price. The contract resulting from this solicitation will be awarded to that responsible offeror submitting a technically acceptable proposal with the lowest evaluated price. The following subparagraphs of FAR 52.212-5(b) apply: (1), (11), (12), (13), (14), (15), (16), (19), and (22). The following clauses of DFARS 252.212-7001(a) apply: 252.225-7001, 252.225-7021, 252.225-7036 Alt 1, and 252.227-7037. A completed copy of the following clauses must be included with each proposal: FAR 52.212-3, and the following DFARS: 252.212-7000, 252.225-7000, 252.225-7006, 252.225-7020 and 252.225-7035. The following clauses also apply: DFARS 252.204-7004 -- Required Central Contractor Registration; and, FAR 52.227-19 -- Commercial Computer Software -- Restricted Rights. "Year 2000 Warranty -- Commercial Supply Items -- The contractor warrants that each hardware, software, and firmware product delivered under this contract and listed below shall be able to accurately process date data (including, but not limited to, calculating, comparing, and sequencing) from, into, and between the twentieth and twenty-first centuries, including leap year calculations, when used in accordance with the product documentation provided by the contractor, provided that all listed or unlisted products (e.g. hardware, software, firmware) used in combination with such listed product properly exchange date data with it. If the contract requires that specific listed products must perform as a system in accordance with the foregoing warranty, then that warranty shall apply to those listed products as a system. The duration of this warranty and the remedies available to the Government for breach of this warranty shall be as defined in, and subject to, the terms and limitations of the contractor's standard commercial warranty or warranties contained in this contract, provided that notwithstanding any provision to the contrary in such commercial warranty or warranties, the remedies available to the Government under this warranty shall include repair or replacement of any listed product whose non-compliance is discovered and made known to the contractor in writing within ninety (90) days after acceptance. Nothing in this warranty shall be construed to limit any rights or remedies the Government may otherwise have under this contract with respect to defects other than Year 2000 performance."
