Description

(i) This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotations are being requested and a written solicitation will not be issued. (ii) This Solicitation Number, MDA41400T4738 is issued as a Request for Quotation. (iii) This solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular #90-45 final rule effective 1/1/97. (iv) The Standard Industrial Classification (SIC) Code for this acquisition is 8999. The small business size standard is 500. (v) List of contract line item numbers: CLINs 0001 -- 0108, SIRS Discoverer w/No Researcher, CD-ROM Subscription, Site License, 1 each to 108 destinations, inspection and acceptance at destination, FOB point is destination. (vi) Description of Requirements: LI 0001 through 0108: SIRS Discoverer w/No Researcher, CD-ROM Subscription, Site License. (vii) Delivery period of subscriptions is 1 January -- 31 December 2001, with acceptance FOB destination. (viii) FAR 52.212-1, Instructions to Offerors -- Commercial (Oct 95) is incorporated by reference and applies to this acquisition. (ix)FAR52.212-2, Evaluation -- Commercial Items (Oct 1995)is incorporated by reference and applies to this acquisition. The following factors shall be used to evaluate offers: 1. Technical capability; 2. Past Performance; 3. Price. Technical capability and past performance are approximately equal to price. (x) Offers shall include a complete copy of the provision 52.212-3, Offeror Representations and Certifications -- Commercial Items, with its quotation. (xi) FAR 52.212-4, Contract Terms and Conditions -- Commercial Items is incorporated by reference and applies to this acquisition and resulting contract. The following terms and conditions are added as an addendum to this clause: Type of Contract: The resulting contract shall be firm fixed price. The proposed procurement will be conducted under the Simplified Acquisition Procedures (SAT) for other than maximum competition. (xii) FAR 52.212-5, Contract Terms and Conditions Required to Implement Status of Executive Orders -- Commercial Items (Oct 1995) is incorporated in this contract by reference.
