- The AOC and the Assistant Secretary of Defense (C3I) will co-sponsor a conference on Time Critical Targeting (TCT) on October ll-l2, 2000 at Mitretek Systems, McLean, Virginia. The conference will be classified SECRET, U.S. Only. The chairman is RADM Robert Nutwell, DASD (C3ISR&S). The theme of the conference is: "Time Critical Targeting: Reducing the Detection to Destruction Loop." Session I will focus on the question TCT: Where are we now?, to include: is TCT a subset of targeting or a stand-alone discipline? what is the status of current publications and training related to targeting? and how do the theater commanders specifically accomplish TCT today? The keynote speaker for session I will be Maj Gen Garry R. Trexler, USAF, Vice Director, Joint Staff. The session moderator will be Maj Gen Charles A. May, USAF (Ret). Panel members and their topics include: Col Edward J. Boyle, USAF, USAFE/IN (Kosovo COIC Ops); Col Thomas Garrett, USAF, 607 AIG (KCOIC); Col Robert Hazelhof, USAF, CENTCOM (SWA/OSW TCT ROE); and Col Laurie Ternes, USAF, Joint Staff J2 (TCT Joint Doctrine and Publications). Session II will address the question TCT: Where are we going? to include: are service doctrines changing due to the TCT challenges? what initiatives are beginning now to better prosecute tomorrow's targets? and how can the targeting cycle be tightened for quicker kills? The session moderator will be RADM Richard C. Gentz, USN (Ret). Panel members and their topics include: Capt James A. Woods, USN, CNO/N863 (Naval Fires Network); Col Joseph Mudd, USAF CHECKMATE (Air Force TCT); Naval Warfare Development Command (Fleet Battle Experiments); and Col Westy Westenhoff, USAF, OSD JSEAD (JSEAD OTE/LIVEX). Session III will address TCT Enablers, focusing on such questions as: Is DoD fostering enablers to the TCT process? Are service experiments headed in a direction to facilitate TCT? What are future technologies impacting targeting? and What new intelligence products will facilitate TCT? Session III moderator will be LTG Harold T. Fields, USA (Ret). Panel members and their topics include: Dr. L.N. Durvasula, DARPA (TCT ACDTs/Coherent Communications, Imaging and Targeting); CAPT Bradley Goetsch, USN, Naval Strike Air Warfare Center (Training and Tactics for TCT); Col Charles Charles Wilson, USAF C2TIG (JEFX/Air Force TCT); and CAPT Aaron Johnson, USN JFCOM/94 (Attack Operations). The final session will address Joint Integration Issues, focusing on: how does tasking, processing, exploitation and dissemination (TPED) impact TCT? what are TCT's cross-service, multi-intelligence and multi-platform integration challenges? and what is the role of ISR integration in TCT? The keynote speaker for session IV will be RADM Robert Nutwell. The session moderator will be Gen Richard R. Paul, USAF (Ret). Panel members and their topics include: Mr. William Hunnington, DIA (Collection Management); CAPT Robert Huddleston, USN, CNO N63 (USN/USAF TCT Roadmap); Mr. Irvin Buck, NIMA (IMINT -- Processing/Exploitation); NSA (SIGINT -- Processing/Exploitation); and RDML Rand Fisher, NRO (Dissemination).
