- This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. This solicitation document and the incorporated provisions and clauses are those in effect through Federal Acquisition Circular 97-19. The SIC Code for this solicitation is 7379. Introduction and Background The Peace Corps seeks a firm to provide comprehensive design, content and marketing services for its external Web site (www.peacecorps.gov) and related projects. The Peace Corps is an independent agency of the federal government. The primary purpose of its Web site is recruitment of Volunteers to serve overseas in developing countries. Specifically, the site should encourage qualified visitors to request and complete an application. The primary target audience is college-educated U.S. citizens who reflect the ethnic diversity of the U.S. Ten percent of Volunteers are over age 50; the average age is 28. The design should be presented with the following attributes in mind: the adventure of living and working in a developing country; a spirit of service and idealism; and the career benefits Volunteers gain. The site serves other significant audiences, including former Volunteers, educators, students, and news media. Web technologies include Microsoft IIS on Windows NT, along with Allaire Cold Fusion and Oracle for dynamic content. Allaire Spectra has been selected as a content management tool. Site visitors have a high adoption rate for 4.0-plus browsing software. Use of dynamic HTML and HTML 4.0 features is encouraged. Use of multimedia, such as Flash and streaming media, is encouraged, but not for essential content. Adherence to federal Web accessibility standards (www.section508.gov) is required. 2. Scope of Work Services under the contract will include: a discovery phase; a comprehensive graphic redesign; new site content and functionality; online marketing services. (See Attachment for first task.) To accomplish these and other potential tasks, delivery orders will be awarded for services from labor categories described in Section 3. The contract will be an Indefinite Delivery Indefinite Quantity (IDIQ) type with a base period and two option years. The base period starts upon award and ends Dec. 31, 2001. Option one period is from Jan 1, 2002 through Dec 31, 2002. Option two period is from Jan 1, 2003 through Dec 31, 2003. The Contractor is guaranteed a minimum of $200,000 of services during the base period. There is no guarantee for the option periods. Total estimated dollar amount for contract is $400,000, broken out as follows: $200,000-Base Period, $100,000-Option One, $100,000-Option Two. 2.1 Capabilities The following capabilities are required: Web site strategic planning; information architecture and design; designing navigation for content-rich sites; Web graphic design; Web writing; usability testing; coding in HTML, dynamic HTML, JavaScript, and Cold Fusion; and online marketing. The following capabilities are desired: experience with an audience aged 20-30; implementation of streaming video and audio, Flash, rich e-mail, chat, and online discussion; and coding in Allaire Spectra, Oracle, and SQL. 2.2 Ordering process A DO will be awarded for each task. Contractor will be issued a Statement of Work (SOW) for each DO. A DO may require the Offeror to submit the past experience of Key Personnel for the task. The labor categories and rates for each DO shall conform to the agreed rates and categories in this contract. Contractor shall be required to submit a proposal in response to each SOW within 10 calendar days, unless another period is agreed to for that SOW. 3. Instructions to Offerors Offerors shall submit proposals clearly detailing: How Offeror meets all the required capabilities in Section 2.1 Where possible, a description of how Offeror meets any desired capabilities in Section 2.1 A client referral list with URLs and contact information. Past performance information shall be submitted for all projects of similar scope. Price Proposal: Offerors shall submit the following three sections. Rates for the following labor categories: project manager, web developer, senior web developer, copy writer, graphic designer, senior graphic designer, online marketing specialist, and any other personnel Offeror determines would be required under this Contract. Delivery Order 1: Offerors shall submit a price proposal for work detailed in Attachment 1 (Delivery Order 1). 4. Evaluation The following will be evaluated: 1. Content of proposals based on required and desired capabilities. 2. Past performance on similar projects. 3. Price elements as described in Section 3 above. The proposal for Delivery Order 1 will be evaluated independently and in association with the contract proposal. It will be used to explain and understand how Offeror intends to submit proposals for DOs based on the contract and be part of the best value decision. The Contracting Officer will select the proposal offering the greatest value to the Peace Corps by using the trade-off process. All non-cost evaluation factors, when combined, are significantly more important than cost or price. STATEMENT OF WORK _ DELIVERY ORDER 1, DISCOVERY PHASE FOR REDESIGN 1. Background The Peace Corps seeks a comprehensive graphic redesign of the Web site, including some additions and expansions. A national recruitment campaign is currently under development, and includes a catalog, TV and print ads, a video, and other materials. The Web site will coordinate where appropriate with main themes of the campaign, i.e. slogans, copy, colors, fonts, and main graphic concepts. The goal is a coordinated marketing campaign across all media. The Peace Corps will provide information about the agency, its mission, and its recruitment philosophy, as well as print recruitment materials, access to an extensive photo archive, and new photography and video footage of Volunteers in the field. Peace Corps will provide in-house support and liaison. The Contractor will work in partnership with Peace Corps staff to develop and finalize all plans and designs. 2. Scope of Work 2.1 Process The Contractor will complete a Discovery Phase in order to refine a Site Design Proposal. During Discovery, the Contractor will learn more about Peace Corps and the new campaign by reviewing the current Web site, spending a day talking with selected Peace Corps staff, and reviewing current recruitment materials such as catalogs, ads, and recent video and photography from the field. The Contractor will discuss requirements for a redesign and for related projects that will expand the site. 2.2 Proposal The Site Design Proposal will outline services to be provided in redesigning the Web site. It will include changes to site architecture, immediate addition of content and features, planned future addition of content and features, graphic design for the main homepage and sub-page templates, site marketing, and associated costs and timelines for completion. The proposal will address change to the current site and completely new features. Some site additions to be discussed include: expansion of the information presented about each of Peace Corps_ more than 75 country programs; expanding the _Volunteer Stories_ section; multimedia projects such as using video footage, virtual tours of volunteer homes, or a recruiting CD-ROM; adding interactivity to the site via chat, e-lists, discussion forums, or e-mail newsletters, including rich e-mail; online photo galleries; and online marketing services: site publicity/outreach/registration/promotion to drive more traffic to the site; expanded registration and regular re-registration with search engines; and Web banner ads and buttons in numerous sizes for use in a banner PSA campaign. The Contractor may suggest other site enhancements that further the Peace Corps_ goals. 3. Instructions to Offerors Proposal: Offerors shall submit proposals to the government that clearly detail their proposed activities and timeline for completing the Discovery Phase. Submission of key personnel resumes for this DO are required for the project manager, lead designer, lead developer, or equivalent positions as proposed in the contract_s labor categories. Also indicate the availability of these key personnel for implementation of the anticipated follow-on projects, namely the graphic redesign project. Key personnel resumes should be brief and not exceed two pages in length. The contractor cannot replace any key person without the approval of the Contracting Officer and shall submit replacement resumes two weeks before the requested change. Price Proposal: Offerors shall submit a proposed price for the Discovery Phase, based on the labor rates and categories in the main Contract.
