Presolicitation Notice. The Range Instrumentation Systems Program Office (RISPO),AAC/WMRR, located at Eglin AFB, FL is contemplating the release of a Request for Proposal (RFP) on or about 6 November 2000. The resultant contract will be predominately Firm Fixed Priced and provide Contractor Logistics Support (CLS) for the Alpena Kadena Interim Training System (AKITS) at the Combat Readiness Training Center (CRTC) located at Alpena, Michigan. It is further anticipated that the resultant contract will include one (1) basic year and four (4) one (1) year options. The AKITS is an interim Air Combat Training System (ACTS) that was acquired with the understanding that CLS would be used to accomplish maintenance and repair throughout its useful life. Be advised, the Government does not own the hardware, or the software, data necessary for on-site or depot-level support. The winning contractor shall be responsible for total CLS (field and depot) at the CRTC, Alpena, including supporting 14 Type I pods, 10 Type II pods, and the ground instrumentation systems currently deployed at the Alpena CRTC. The two pods are identical in all respects, except Type II pods contain an Air Data Sensor (ADS) and an Inertial Measurement Unit (IMU). If required, potential sources may establish appropriate agreements with the incumbent, for the required depot-level support. A sources sought announcement concerning this procurement was released and posted to the Commerce Business Daily (CBD) and the Federal Business Opportunities website (www.eps.gov) under reference # WMRRK-01-AKITS-CLS. In the future, refer to solicitation # F08635-01-R-0007 in the CBD or on the Federal Business Opportunities website for more details concerning this procurement. ATTENTION POTENTIAL OFFERORS! The Government intends to: 1) conduct a site visit of the CRTC on 17 October 2000; and 2) conduct an Industry Day and "one-on-ones" (if needed) to answer questions concerning this procurement on 19 October 2000. It does not constitute an RFP and is not to be construed as a commitment by the Government. An Ombudsman has been appointed to address concerns from offerors or potential offerors during the proposal development phase of this acquisition. The Ombudsman does not diminish the authority of the program director or contracting officer, but communicates contractor concerns, issues, disagreements, and recommendations to the appropriate Government personnel.
