- Description Preventive Maintenance and Testing of Main Substation, Building 1870, and East Substation, Building 3297, at Andrews AFB MD. The contractor shall provide all personnel, equipment, tools, materials, supervision, and other items or services necessary to perform all operations in connection with the preventative maintenance, testing, and inspection of the equipment for three 69KV, 25,000KVA transformers, oil circuit breakers, switchgears, protective relays, repair of grounding devices, metering for CT's & PT's, and battery banks at the main substation, Bldg 1870, and switchgears, circuit breakers, protective relays, metering for CT's & PT's and battery banks at the East substation, Bldg 3279, Andrews AFB MD. This acquisition will be accomplished using commercial procedures in accordance with the Federal Acquisition Regulation (FAR) Part 12, as supplemented. Solicitation Number FA4416-01-R0034 is issued as a Request for Quotation (RFQ). This solicitation document and incorporated provisions are those in effect through Federal Acquisition Circular 97-19. This is a 100% small business set aside. The applicable SIC code is 7629. The size standard is $5.0. The closing date and time for submission of offers will be contained in the solicitation package. The solicitation, notices, Statement of Work, and all amendments will be posted and available for viewing and downloading on the Government Electronic Posting System (FedBizOpps) site at www.eps.gov. No written/paper copies will be issued. When the solicitation is posted, it is incumbent upon the interested parties to review this site frequently for any updates/amendments to any and all documents. All prospective offerors interested in submitting a proposal must have a commercial and government entity code (CAGE Code) and be registered in the Central Contractors Registration (CCR) at www.ccr2000.com. This notice does not obligate the Government to award a contract; it does not restrict the Government's ultimate approach, nor does it obligate the Government to pay for any proposal preparation cost. The provision at FAR 52.212-1, " Instructions to Offerors-Commercial Items and addenda's. FAR 52.237.1 Site Visit and FAR 52.228-5 Insurance -- Work on a Government Installation, is applicable to this acquisition. The provision FAR 52-212-2 Evaluation -- Commercial Items is applicable to the solicitation and the blanks in (a) are completed as follows: Price and Past Performance. Offerors shall include with their offers, a completed copy of 52.212-3, Offeror Representations and Certifications -- Commercial Items; FAR clause 52.212-4, Contract Terms and Conditions Commercial Items is applicable to this solicitation. FAR clause 52.212-5, Contract Terms and Conditions Required to Implement Statutes or Executive Orders -- Commercial Items is applicable and the following clauses are checked: 52.232.33, Payment by Electronic Funds Transfer-Central Contractor Registration and 52.222-41 Service Contract Act of 1965, as amended (41 U.S.C. 351, et seq.). DFARs clause 252.204-7004 Required Central Contractor Registration is applicable to the solicitation. Attendees shall meet at Bldg 1840, Main Gate Visitor Center, Andrews Air Force Base MD and should contact the contract specialist below by 3 Nov 2000 before 2:30 PM Eastern Standard Time to be granted access to the base. Responses to this RFQ must be received via fax, mail or delivery by 13 Nov 2000 no later than 3:00 PM Eastern Standard Time at the 89th Contracting Squadron, 1419 Menoher Drive, Andrews AFB Maryland. They should be marked with solicitation number and addressed to Jim Harris.
