Description
Background "This CBD announcement constitutes a Notice of Contract Action (FAR 5.201) of a proposed contract to provide Non-Recurring Engineering (NRE) as well as retrofit kits for F-16C/D Block 25/30/32/42 AN/ALR-69 Radar Warning Receiver (RWR) Forward Antenna Relocation. The F-16 System Program Office (SPO) anticipates a sole source acquisition to Lockheed Martin Aeronautical Company (LM Aero), Ft Worth, TX. The purpose of this synopsis is not a request for competitive proposals. However, all proposals received within 30 days after the date of publication of this synopsis will be considered by the Government. In order to be considered a potential source , interested parties must submit in writing (via U.S. mail or E-Mail to bradley.clapp@wpafb.af.mil) with the company name, point of contact, telephone number, e-mail address, company status (large or small business, or 8a), and a clear, concise, and complete statement of capability of meeting the requirements listed below. The contractor shall be required to: a) Provide NRE which shall include but is not limited to the following: Perform Engineering Analysis, Hardware Mock-up, Installation design, Fit Check, Harness design, Antenna Design, Aircraft Engineering Instructions, Logistic Supportability Analysis, Support Equipment Requirements Document, Provisioning Parts List, Tech Orders, Time Compliance Technical Orders, Drawings, Kit Proof and kit build up. b) Produce approximately 240-800 kits, with delivery starting in Early 2003 and extending over a several month period. This requirement directly coincides with the above mentioned NRE as those results will influence the exact contents of the kits. All directions and equipment necessary to provide for the upgrade are expected to be within each kit. Sources responding should provide information concerning key management and program personnel including a resume of their previous experience and evidence of capability to perform successfully. The Standard Industrial Code (SIC) for this procurement action is 3728. Please indicate number of employees in relation to the 1,000-person size standard, for determination of small business status. Failure to provide the above data with your response to this notice may disqualify your firm from further consideration. Information contained in this notice of contract action is for information purposes only. It does not constitute a request for proposal and is not construed as a commitment by the Government. All responses from responsible sources will be fully considered; however, receipt of responses will not be acknowledged. All respondents are reminded that the Government must receive all responses within 30 days of publication of this notice.
