Description
In accordance with Federal Acquisition Regulations (FAR) Part 13.303-1, the Bureau of Engraving and Printing (BEP) anticipates setting up a Blanket Purchase Agreement (BPAs) in order to fill an anticipated repetitive need for destruction and recycling services. The Bureau of Engraving and Printing (BEP), an element of the United States Department of the Treasury, located at 14th and C Streets SW, Washington, D.C. desires to complete the destruction of Nickel, Aluminum Offset, and Nylo Currency Plate Shreds and simultaneously Recycle the metals from which United States Currency Printing Plates are made. Destruction of currency printing plates is a two-fold process: First each currency plate is shredded at the BEP. Second the engraved images on each shred are destroyed, by smelting, during which the plate shreds are recycled. This effort addresses the second part of the destruction process (i.e. Secure and Conclusive (absolute) Destruction(footnote #1)of all engraved images that are on the currency plate shreds and recycling of the metals). The BEP anticipates receiving the fair market value of the recyclable metal, less reasonable costs. Offerors will be evaluated on the following factors, listed in descending order of importance: a. Offeror_s Destruction/recycling Plan b. BEP Security Requirements c. Identification of the BEP Facility(s) to be serviced (e.g. Washington, DC and Fort Worth, TX, or Washington, DC (Only), or Fort Worth, TX (Only), d. Secure transport of the materials to be smelted/recycled between the BEP facility and the _servicing_ destruction facility, and e. The amounts of money that the BEP will be paid per pound of each type metal that is recycled. Offeror Destruction/Recycling Plans shall be submitted together with the proposal for BEP evaluation. The successful offeror_s Destruction and Recycling Plan shall be incorporated into, and become an integral part of, the contract or Service Agreement. Should the successful offeror decide to change the plan, after award of the contract, the contractor shall submit a new destruction plan to the BEP for approval prior to implementation. Execution of the contract will be suspended pending BEP evaluation and acceptance of the new destruction plan. Offers, submitted without Destruction / Recycling Plans, as well as those having Destruction / Recycling Plans that DO NOT address each element of the Requirements and the BEP Security Requirements Paragraphs, will be considered _Technically Unacceptable_ and the proposal will be given no further consideration. Attachment 1 (Currency Printing Plate Shred _ Metal Composition Analysis), indicated on page one of the Statement of Work will be faxed to you upon your request. _________________ 1 As used herein, the terms CONCLUSIVE DESTRUCTION and CONCLUSIVELY DESTROYED mean absolute destruction of the referenced materials, by smelting, chemical dissolution, or other acceptable means. The destruction method shall result in complete removal of all images, or fragments thereof, from every shred of the material and thereby reduce the material to Zero Security Significance as determined by the U.S. Department of the Treasury. This definition shall permit consideration of Destruction Processes, other than those referenced above, which are just as effective and may result in a Cash Benefit or Cost Savings to the U.S.
