- Description
- The U.S. Environmental Protection Agency (EPA) Office of Water seeks to award a fixed-price contract for analytical support services for a single sampling episode for the Meat Products Industry. EPA requires approximately 48 analyses for total coliform by Standard Method 9221B, fecal coliform by Standard Method 9221E, and fecal streptococcus by Standard Method 9230B. Approximately 29 analyses will be required for E. coli by Standard Method 9221F; salmonella by either the Kenner Clark Procedure or Chapter 5 of the Food and Drug Administration Biological Analysis Methods 8th edition; and Aeromonas, preferably by EPA Draft Method 1605. If EPA Draft Method 1605 cannot be performed, Standard Method 9260L is required for Aeromonas analyses. EPA prefers that the laboratory be within driving distance of the facility being sampled to ensure that analytical holding times are met, as outlined in Analytical Requirements Summary No. 2165. If this is not possible, then samples may be shipped priority overnight for delivery to the laboratory within 24 hours. EPA will use the analytical data provided under this contract to develop industrial effluent discharge regulations that govern the disposal of pollutants from Meat Products Industry sources; therefore, data produced under this contract must be of the highest possible quality. Laboratories will be required to employ a comprehensive quality assurance program, meet facilities and equipment requirements, and provide personnel that demonstrate technical expertise in microbiological techniques. All responsible sources may submit an offer which will be considered by the agency. For the purposes of this requirement, award will be made on a best value basis to the laboratory that can best demonstrate its ability to adhere to the holding time for analysis of microbiologicals for the Meat Products Industry.
