- Description
- The Air Armament Center, 46 Test Wing, intends to solicit, negotiate, and award a Firm- Fixed Price contract, under Federal Acquisition Regulation (FAR) Part 13.5, test program for simplified acquisition of supplies and services, for a Digital Servo Controller and related equipment for a Five Axis Flight Motion Simulator (FMS). The FMS is a hydraulic, 5-axis, model S-458R-3/5D system and is currently operational in the Guided Weapons Evaluation Facility (GWEF) at Eglin AFB, Fl. The FMS was built by Carco Electronics, 195 Constitution Drive, Menlo Park Ca. 94025. (650) 321-8174. The Digital Servo Controller shall replace the existing servo control system. Anticipated award date is 5 January 2001. All responses must be received in this office no later than 4:00 p.m., Central Standard Time, 3 January 2001. The Digital Servo Controller system shall include but not be limited to a 5 axis, digital servo control system, a computer interface, new position feedback transducers, and all required wiring. The feedback transducers for the target azimuth, target elevation, pitch, yaw and three roll drive axes shall be replaced by new, commercially supportable devices (absolute encoders, inductosyns, etc,). The controller shall be operated in either a LOCAL axis mode by a system operator or in real time by the government owned simulation computer. In the LOCAL mode the controller shall provide independent control of all five axis in any combination of servo modes (i.e. position, rate, manual, etc). For realtime operation the controller shall operate in either ANALOG axis command mode or DIGITAL axis command mode. In ANALOG axis command mode the controller shall accept command inputs and provide feedback outputs using scaled and buffered analog voltages (+/-10V). In DIGITAL axis command mode, the controller shall provide a SCRAMNet+ (scramnet plus) interface for communication with the government owned simulation computer at frame rates of 2.0 Khz minimum. (a frame is defined as one cycle of writing commands to all 5 axes and reading all 5 axes status, position etc.). The digital controller shall provide stable and repeatable servo performance of the total system. The static and dynamic performance of the FMS system with the new digital servo controller shall meet or exceed the original system specifications. The position accuracy of the system with the new feedback transducers shall meet or exceed an absolute value of +/- 0.002 degrees. The controller shall provide for control of the hydraulic power system (HPS), provide safety interlocks, and perform a safe system shutdown in the event of a power loss. 2.
