Description
The 325th Contracting Squadron at Tyndall AFB FL intends to award a purchase order under Simplified Acquisition Procedures (SAP) for the purchase of a Purchase Request for self-contained High Speed Digital Camera, Image Processing, and Image Analysis System. This is a combined synopsis/ solicitation for commercial items prepared in accordance with the format in FAR Subparts 12.6 and 13.5, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation. Proposals are being requested and a written solicitation will not be issued. The Purchase Request number is FU4819030801 and is issued as a Request for Quotation (RFQ). The solicitation document, incorporated provisions, and clauses are those in effect through the Federal Acquisition Circular 97-2 and Defense Acquisition Circular 91-13. This solicitation is 100% SET ASIDE FOR SMALL BUSINESS CONCERNS in accordance with FAR Part 19. The North American Industry Classification System (NAICS) code is 333315, size standard 500 Personnel. The contractor shall provide the following: The following are mandatory system requirements for the subject purchase: a. Self-contained high speed digital camera, image processing, image Analysis system 1) High Speed Digital Camera: a) Sensor _ Must have 512H X 512W image size capability. b) Anti-Blooming c) Sample Rate _ Minimum of 1 -- 3000 pictures per second (PPS). Must have the capability to sample a minimum of 500 PPS with an aspect ratio of 512H X 512W, with 8 seconds record time. d) Record Time _ Minimum of 8 seconds with minimum of 1Gig image memory e) Shutter _ Adjustable to a minimum of 50 micro seconds f) Aspect Ratio _ Adjustable _ 1) 512H X 512W; 2) 256H X 512W; 4) 128H X 512W; 8) 64H X 512W; 16) 32H X 512W g) Time Annotation _ Internal as a minimum, with the optional capability of GPS (GPS may be external). h) Triggering _ Variable Pre/Post i) Strobe Synchronization -- Mandatory 2) Integrated Image processing tools: a) Bright / contrast / gamma correction b) Pseudo Color Filter c) Edge enhancement d) Sharpen / smooth e) File compression, and file format conversion to tiff, bmp, pcx, tga, jtif, etc. f) Continuous Recording Capability g) Synchronized Imaging h) Signal Input _ Minimum _ Digital; with analog optional i) Image Histogram j) Post processing _ Image Process Menu 3) Integrated analysis tools: a) Set units, scaling b) Create report files compatible with spreadsheet Programs such as Excel c) Measure distance and speed d) Measure angles and angular speed e) Collect data points f) Compute speed and accelerations 4) Save image capture set up files for recall at later dates b. Flat panel, touch screen, control monitor _ SVGA capable of displaying a minimum of 800 X 600 resolution, 256 colors, with small fonts. c. Hardware Upgradeable 1) Image memory upgrades 2) CPU upgrades 3) Internal hard drive upgrades _ Minimum of 2.6 Gigabyte, prefer minimum of 4 Gigabyte d. Software Upgrades 1) Windows 3.1 to Windows 95 or NT 5.0 e. Built in Ethernet Network Capability f. Prefer Built in PCMCIA Adapter g. Mounting _ Bolt Instrument Mount h. Accessories _ Case, Keyboard, trackpad pointing device, 110/220V _ 12 VDC power supply, with interconnect cables, and manual(s). i. Prefer entire system be self-contained in a single rugged enclosure (case) with a maximum size of: 8_H X 5.5_W X 11.5_L j. Vender must provide warranty for the entire system to include camera, computer, and associated hardware. This provides the lab with a single source for field repairs. k. On-site training preferred. Please acknowledge all requirements on quotations. This notice of intent is a request for competitive proposals. A determination by the government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the government. Offeror must provide brochures/literature of the items being offered along with their quote. The technical literature submitted needs to clearly communicate the offer_s understanding and compliance with the minimum requirements as set forth in the specifications or any alternative proposal submitted in response to this RFQ. Discussions may or may not be held with offeror_s; therefore, each offeror_s initial proposal should be complete and accurate. FOB destination is required by the Government. FOB point is Tyndall AFB. The required delivery date is 30 Jan 01. Contractor shall provide all materials, labor, and transportation necessary to complete this service. Offerors must provide warranty information specific to all equipment. The following provisions and clauses can be viewed through Internet access at the Air Force FAR Site, http://farsite.hill.af.mil. In Accordance with FAR 52.252-1 (FEB 1998) and FAR 52.252-2 (FEB 1998), the following provisions and clauses are incorporated by reference: FAR 52.212-1, Instructions to Offerors, Commercial Items (AUG 1998), with the following: technical description of the items being offered in sufficient detail to evaluate compliance with the requirements of the solicitation (i.e. product literature), the terms of any expressed warranty, price and any discounts, and delivery times; FAR 52.212-2, Evaluation, Commercial Items (MAR 1998). Award will be made to the offeror whose proposal represents the best value to the Government. The following factors shall be used to evaluate offers: best value to the government. Alternative proposals are encouraged. However, alternative proposals demonstrating technically expertise and superior performance will be considered. Offerors must provide along with their quote, information regarding past performance. Offerors must submit company names, addresses, telephone numbers, and names of contacts, contract numbers, and any other pertinent information to document past performance. This information must include at minimum three contracts placed over the past three years. Past performance will be used to evaluate the contractor_s ability to perform. Past performance information should be submitted by 17 Jan 01; OFFERORS MUST INCLUDE WITH THEIR PROPOSAL A COMPLETED COPY OF THE PROVISION AT 52.212-3, OFFEROR REPRESENTATIONS AND CERTIFICATIONS-COMMERCIAL ITEMS (JAN 1997) AND DFARS 252.212-7000 OFFEROR REPRESENTATIONS AND CERTIFICATION, COMMERCIAL ITEMS (NOV 1995) WITH THEIR QUOTE.
