- Description
- 17. The Environmental Protection Agency has a need for a contract to provide engineering support for the design, development, modification, fabrication, test, and installation of power train systems, and subsystems and electronic control systems for drive trains of experimental vehicles such as light-duty mid sized passenger cars or trucks. The engineering support may include work on larger or smaller vehicles or engines only. The vehicle power train components may include hydraulic systems (pumps, motors, and accumulators) electrical and hydraulic control valves and actuators electronic control systems, engines, and transmissions. Specific directions regarding types of hydraulic systems, electronic control systems, electrical and hydraulic control valves and actuators, transmission, advanced Otto cycle or Diesel cycle engines, types of tests, procedures, data handling, and reporting requirements shall be defined and provided in each approved work assignment. The contractor shall have experience and capability in designing, fabricating, refining, calibrating, installation and testing of automotive components including any components used in vehicles, engines, power trains, and fuel systems. The contractor shall have sufficient engineering and technical capability available to perform all engine diagnostics, as well as, vehicle, engine or component modifications, such as the replacement or modification of a vehicle, engine or power train component (such as emission control equipment, cylinder head, engine block, etc.). A detailed statement of work shall be issued with the solicitation. It is anticipated that the solicitation shall be issued in the Jan/Feb 2001 time frame, providing for a response time of a minimum of thirty 30 days. The proposed contract shall be a cost plus fixed fee/ level-of-effort type contract with a twelve-month base term and two (2) twelve month options. The base year and each option year level of effort shall consist of 17,000 direct labor hours each. In addition, options shall be included within each year to increase the level of effort by up to 25,500 additional direct labor hours each year.
