- Lease and maintenance of one 4x4 pick-up truck, 1/2 ton, extended cab, V8 engine, Automatic transmission, Short Bed, New only. Estimated mileage is 15,000 to 18,000 per year. Government will perform oil changes and tire rotations; all other maintenance shall be provided by the Leasor. Period of Performance is 55 months, 1 Mar 01 through 30 Sep 2005. Please submit quotes for Base Year beginning 1 Mar 01 ending 30 Sep 01, Option Year One beginning 1 Oct 01 ending 30 Sep 02, Option Year Two beginning 1 Oct 02 ending 30 Sep 03, Option Year three beginning 1 Oct 03 ending 30 Sep 04, Option Year Four beginning 1 Oct 04 ending 30 Sep 05. This is a combined synopsis/solicitation for a commercial item prepared in accordance with the format in FAR Subparts 12.6 and 13.5, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation. Proposals are being requested and a written solicitation will not be issued. The Request for Quotation (RFQ) number is F08637-01-T-0017. The solicitation document, incorporated provisions, and clauses are those in effect through the Federal Acquisition Circular 97-23 and Defense Acquisition Circular 91-13. This solicitation is 100% SET ASIDE FOR SMALL BUSINESS CONCERNS in accordance with FAR Part 19. The North American Industry Classification System (NAICS) code is 53212, size standard 500. SCOPE OF WORK (SOW): This Statement of Work covers the minimum requirements for a service contract to provide Lease and Maintenance of one (1) 4x4 _ ton extended cab pick-up truck with V8 engine and automatic transmission, short bed, new only. Lease and Maintenance period shall be for a total of 55 months starting 1 Mar 2001 and ending 30 Sep 2005. Location of the MAINTENANCE FACILITY must be in the general geographic area of Tyndall AFB, FL (Note: Only companies with a maintenance facility within a 20 mile radius of Tyndall AFB will be considered.) The government will pick up the vehicle at the start of the lease from the maintenance facility and will return the vehicle to the maintenance facility at the end of the lease. All daily maintenance, such as maintaining fluid levels for proper operations and daily lubrication shall be the responsibility of the user. All routine maintenance (lube, oil and filter every 3,000 miles, tire rotations) shall be the responsibility of the user. All other maintenance and all repairs, shall be performed by the contractor in accordance with the manufacturer_s warranty. FOB Origin is required. Please acknowledge all requirements on quotations. Offerors must provide brochures/literature of the items being offered along with their quote. The technical literature submitted needs to clearly communicate the offeror_s understanding and compliance with the minimum requirements as set forth in the specifications or any alternative proposal submitted in response to this RFQ. Discussions may or may not be held with offeror_s; therefore, each offeror_s initial proposal should be complete and accurate. The required delivery date is 1 Mar 2001. Contractor shall provide all materials and labor necessary to complete this service. Offerors must provide warranty information specific to all equipment. The following provisions and clauses can be viewed through Internet access at the Air Force FAR Site, http://farsite.hill.af.mil. In Accordance with FAR 52.252-1 (FEB 1998) and FAR 52.252-2 (FEB 1998), the following provisions and clauses are incorporated by reference: FAR 52.212-1, Instructions to Offerors, Commercial Items (OCT 2000), with the following: technical description of the items being offered in sufficient detail to evaluate compliance with the requirements of the solicitation (i.e. product literature), the terms of any expressed warranty, price and any discounts, and delivery times; FAR 52.212-2, Evaluation, Commercial Items (JAN 1999). Award will be made to the offeror whose proposal represents the best value to the Government. The following factors shall be used to evaluate offers: best value to the government. Alternative proposals are encouraged. The minimum requirements as set forth in the Statement of Work (SOW) reflect the Government_s desired features. However, alternative proposals demonstrating technically equivalent or technically superior performance characteristics other than those outlined in the SOW will be considered. OFFERORS MUST INCLUDE WITH THEIR PROPOSAL A COMPLETED COPY OF THE PROVISION AT 52.212-3, OFFEROR REPRESENTATIONS AND CERTIFICATIONS-COMMERCIAL ITEMS (JAN 2001) AND DFARS 252.212-7000 OFFEROR REPRESENTATIONS AND CERTIFICATION, COMMERCIAL ITEMS (NOV 1995) WITH THEIR QUOTE. Contract Terms and Conditions -- Commercial Items. It is tailored as follows: subparagraph c is changed to read: _Changes.
