Description
The United States Environmental Protection Agency (EPA), Office of Water (OW), Office of Science and Technology (OST), Engineering and Analysis Division (EAD) has a requirement for analytical support services in support of the development of effluent limitations guidelines under the Clean Water Act as well as analytical chemistry support on efforts related to the Safe Drinking Water Act. The services to be provided include scientific and technical assistance related to: 1) Sample tracking and coordination support; 2) Quality assurance/quality control support of analytical results provided to the Agency; 3) Support for automated management information systems design, implementation and maintenance; 4) Sample handling support the contractor shall provide adequate facilities and services for storage, inventorying, and shipping in support of EAD's sampling and analysis program; 5) Preparation of standards for evaluating the performance of analytical laboratories; 6) Support for primarily water-related field sampling, including all pre-sampling activities including scheduling site visits and preparation of sampling plans; 7) Technical and scientific support related to analytical (test) methods development and evaluation; and 8) technical services related to non-routine chemical analysis. The contract requires superior levels of technical expertise in the fields of chemistry, analytical methods of analysis for water, sludge and sediments, analytical laboratory quality control, computer programming, automated management information systems, and field sampling. The contract will require management of multiple, concurrent work assignments which will require long-term as well as quick turn-around responses essential to the statutory responsibilities of the Office of Water. The EPA anticipates a cost type, level-of-effort contract, with a base period of one year and 4 option periods of one year each for a maximum contract period of performance of five years (July 1, 2001 through June 30, 2004). The Government anticipates the base period and each option period will consist of 25,000 direct labor hours, with options for an additional 23,000 direct labor hours in the base period and 22,500 direct labor hours in each of the four (4) option periods, for a total potential of 238,000 direct labor hours available over the five year maximum period of the contract if all options are exercised. The applicable NAICS code is 541614. IN ORDER TO AVOID CONFLICTS OF INTEREST, THE CONTRACTOR AND ITS TEAM WILL BE PROHIBITED FROM OWNING OR OPERATING AN ANALYTICAL LABORATORY THAT PERFORMS ANALYSES FOR THE U.S. EPA OFFICE OF WATER FOR THE DURATION OF THE CONTRACT. The incumbent for the contract currently fulfilling this requirement is DynCorp, I&ET, Inc. of Reston, Virginia. All responsible sources who submit a proposal will be considered by the Agency.
