Description

This solicitation notice is for the construction of approximately 51,740 SY of aircraft parking apron, located at the 130th Airlift Wing, West Virginia Air National Guard Base, Central West Virginia Regional Airport Yeager Airfield, Charleston, West Virginia. The work to be accomplished includes the removal and disposal of the existing 8-inch, 10-inch, and 15-inch concrete and asphalt pavement and sub-base (approximately 51,740 SY); the installation and construction of a new 14.5 inch portland cement concrete (PCC) aircraft parking apron (approximately 44, 377 SY) and 8 inch asphalt cement concrete (ACC) vehicle parking area (approximately 7,363 SY); the construction of a sub-grade drainage system; the installation of aircraft tie-downs; the installation of a 10,000 gallon underground storage tank; the remarking and painting of aircraft taxi lines; and incidentals. The contractor will furnish all materials, plant, labor, equipment, and supervision necessary for completion of the work. The estimated construction cost is between $1.0 million to $5.0 million. The type of contract is a firm fixed price. To be eligible for contract award, a firm must be registered in the DoD Central Contractor Registration (CCR). The North American Industry Classification System (NAICS) code for this work is 234110, Heavy Construction -- Highway and Street Construction. The small business size standard is $27.5 million. This acquisition is unrestricted regarding business size with Price Evaluation Preference for HUBZone Small Business Concerns (reference FAR 52.219-4). All responsible sources are encouraged to bid. If the low bidder is a large business, the firm shall be required to submit a small business subcontracting plan in accordance with FAR 52.219-009, Alternate I (Oct 2000). The subcontracting goals for the National Guard which will be considered in the award of this contract are: at least 75.6% of a contractor's intended subcontract amount be placed with small businesses (SB), including small disadvantaged businesses (SDB) and women-owned small businesses (WOSB); of which at least 8.9% of a contractor's intended subcontract amount be placed with SDB; and, at least 3.0% of a contractor's intended subcontract amount be placed with WOSB. The tentative date for issuing the solicitation is on-or-about June 15, 2001. The solicitation bidder's mailing list is restricted to general contractor's only. The tentative date for the pre-bid conference is on-or-about June 27, 2001, 11:00 a.m. local time at the 130th AW Air Base and all contractors are encouraged to attend. The bid opening is scheduled for on-or-about July 18, 2001, 11:00 a.m. local time at the 130th AW Air Base. Construction/contract completion time is 500 days. Requests for the solicitation package should be submitted as soon as possible after the formal "printed issue date" of this advertisement in the Commerce Business Daily (CBD).
