Description
The Federal Highway Administration (FHWA) has a need to design, develop and test software that provides adaptive control of traffic signals through existing closed-loop systems, using a new, modified or existing adaptive traffic signal control algorithms. FHWA desires to assess and then pursue the best, most cost-effective solution to develop a new ?ACS Lite? system to meet the needs of agencies owning and operating closed-loop type traffic control systems. This work should use closed-loop hardware and communications infrastructure to support a lower-resolution, less-costly form of adaptive signal control. It is envisioned that the same type and format of information will be used, but at lower communication rates. This project is designed to utilize control strategies similar to those that were developed for ACS. ACS Lite control strategies can, however, be either newly developed or modifications to the control strategies that were developed for ACS. FHWA desires to use an open architecture that will allow any of the ACS control strategies to be deployed. After the strategies have been developed, they will be tested in the laboratory using simulation modeling as well as in the field. This is a full and open solicitation that is the follow-on to the successful ACS program, reference contract no DTFH61-92-C-00001. NO FURTHER SOLICITATION INFORMATION IS AVAILABLE AT THIS TIME. This solicitation will be available electronically through the electronic posting system (www.eps.gov). No telephonic, facsimile or e-mail requests for the solicitation package will be accepted. All responsible sources may submit a proposal that shall be considered by FHWA.=20
