Description
It is the intention of this solicitation to obtain repair and disposal services for deep draft camel separators and pier fender systems at the Naval Submarine Base New London, Groton, CT by means of a combination firm fixed price/indefinite quantity contract. The work includes all necessary labor, equipment, materials, and performance of all operations in connection with the removal of the existing and providing of the new pier fender system elements and deep draft camel separators consisting of timber piles, timber fender members, metal anchors, chains, rubber fenders, including bolts, fasteners, and concrete patching around the metal anchors. Also included is the provision of new deck planking, patching of the concrete deck, replacing the damaged timber piles in a pile cluster, and the performance of all other necessary incidental work. This solicitation contains a base period and two 12-month option periods to be exercised by the Government if found to be in its best interests. The options may be exercised without further notice. FAR Clause 52.217-8 Option to Extend Services will be included in this solicitation. The solicitation will be subject to FAR 52.219-4 Notice of Evaluation Preference for HubZone Small Business Concerns. The NAICS (SIC) is 488390 Other Support Activities for Water Transportation with a small Business Standard of $27.5 million. This Invitation for Bid (IFB) package will be available on the Internet. The address for downloading this solicitation from the Internet is: www.esol.navfac.navy.mil. Downloading from the Internet is free of charge. All prospective offerors should register on the NAVFAC Electronic Solicitation Internet Website (www.esol.navfac.navy.mil) for this project by clicking on the Entrance Button to access and then create an account. You may view the site without an account, but will not be able to register for a solicitation unless you establish an account. Enter your company's information, then click on "Submit" and follow the remaining instructions. When the IFB package becomes available, your company will receive an e-mail notification indicating you may download the IFB package from the Internet. The "Issue Date" and "Bid/Due Date" stated in this notice are approximate dates. An official Planholders List will be maintained on-line and can be printed from the web site. The Planholders List will not be faxed. Recording companies and Blueprint companies are also required to register. Per the Debt Collection Improvement Act of 1996, the Defense Federal Acquisition Regulation Supplement (DFAR) has been amended to require all contractors to register in the Department of Defense (DOD) Central Contractor Registration (CCR) Database. Be advised, for solicitations issued after May 31, 1998, failure to register in the CCR may render an offeror ineligible for award of DOD contracts.
