Description

This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotations are being requested and a written solicitation will not be issued. Solicitation No. DTRA02-01-Q-0010 is being issued as a Request for Quotation. This solicitation incorporates provisions and clauses effective through Federal Acquisition Circular (FAC) #97-26 and DFARS Change Notice 20001213. The North American Industry Classification System (NAICS) is 334113 and the Size Standard is 1,000 people. Defense Threat Reduction Agency (DTRA) has a requirement to purchase the following items: CLIN 0001: SUN Part No.: A33-ULD1-1GFA1, SUN Enterprise E420R Rack Mountable Server with one (1) 450Mhz/4MB cache processor, 1 (one) GB RAM, and (1) one internal 18.2GB (10K rpm) hard drive (included but not separately price is documentation) . Manufactured by Sun Microsystems, Inc. Also, provide the following peripheral hardware and software: CLIN 0002: Sun Part No.: X1195A, three (3) 450 MHz, 4MB cache processors; CLIN 0003: Sun Part No.: X3668A, one (1) PGX32 video card; (3) Sun Part No.: X6729A, one (1) internal FC-AL Host Adapter; CLIN 0004: Sun Part No.: X9684A, one (1) 2nd power supply for a E420R/E220R; CLIN 0005: Sun Part No.: X311L, two (2) North America power cord kits; CLIN 0006: Sun Part No.: SOLMS-070W9999, one (1) Solaris 7 Standard English Server; CLIN 0007: Sun Part No.: SLS9S-120-W9YM, one(1) Solaris PC Netlink 1.2.; CLIN 0008: Sun Part No.: SG-XARY540A-127G, one (1) Sun StorEdge A5200 table top storage array with 127GB of storage (7x18.2GB/10K rpm drives); CLIN 0009: Sun Part No.: X6720A, one (1) FC-AL 18.2GB 10K rpm drive to bring the A5200 capacity up to 145GB of storage; CLIN 0010: Sun Part No.: VVMGS-311-9999, one(1) Veritas Volume Manager 3.1.1 from SUN for A5X00S series arrays with media and documentation; CLIN 0011: Sun Part No.: SCMMS-210-9P99, one (1) SUN StorEdge Component Manager v2.1 software; CLIN 0012: Installation and integration of SUN products. In addition to the items required, Vendor should specify whether they will accept a trade in of the old NIMACS Servers and provide a trade in cost incentive. Trade in will be for 2 (two) Compaq/Digital 4100, 5/333 Alpha Servers with 6 (six) Storage Works Arrays. The required delivery date is 1 August 2001. Delivery will be at FOB Destination to Defense Threat Reduction Agency, Attn: MSgt Ralph Keeton (505) 846-6504, Building 20676, Room 119D, Kirtland, AFB, NM 87117. Acceptance will be at destination. Vendor will notify MSgt Ralph Keeton within 2 working days of delivery. The following FAR provisions, clauses, and addenda apply: 52.212-1, Instructions to Offerors-Commercial, 52.212-2, Evaluation-Commercial Items. The Government will award a purchase order resulting from this solicitation to the responsible offeror whose offer conforming to the solicitation will be most advantageous to the Government, price and other factors considered. The following factors shall be used to evaluate offers: (1) lowest price and (2) technical capability of the item offered to meet the Government requirement. Technical acceptability will be determined solely on the content and merit of the information submitted in response to this provision. Therefore, it is incumbent on the offerors to provide sufficient technical literature, documentation, etc., that clearly demonstrates that the item offered will meet the terms and conditions cited above. (3) past performance offeror shall provide with their quote three Government or Private Industry references complete with Point of Contact, Phone No., Contract No., Amount of Contract, Items provided. Offerors shall submit a completed copy of the provision at 52.212-3, Offeror Representations and Certifications-Commercial Items with their quote (www.arnet.gov/far/). Additionally, each offer shall include a completed copy of Defense FAR Supplement (DFARS) provision 252.212-7000, Offeror Representations and Certifications -- Commercial Items. The following clauses apply DFARS 252.212-7001, Contract Terms and Conditions Required to Implement Statutes or Executive Orders Applicable to Defense Acquisitions of Commercial Items, Paragraph (b), 252.204-7004 -- Required Central Contractor registration, 252.225-7001, Buy American Act and Balance of Payment Program, 252.247-7023, Transportation of Supplies by Sea (10 U.S.c. 2631), and 252.247-7024, Notification of Transportation of Supplies by Sea. Additional contract requirements are as follows: (1) Vendors shall extend to the Government the full coverage of any standard commercial warranty normally offered in a similar commercial sale, provided such warranty is available at no additional cost to the Government; (2) include a delivery schedule and the discount/payment terms; (3) include name of and be signed by an authorized company representative along with telephone number, facsimile number; (4) include their taxpayer identification number (TIN), cage code number, and DUNS number; (5) in accordance with DFARS 204.73, Vendors must be registered in Central Contractor Registration (CCR). For solicitations issued after 31 May 1998, DoD will no longer award contracts to vendors not registered in the CCR data base. This acquisition will be processed in accordance with the Simplified Acquisition Procedures.
