Description

This solicitation is issued for the removal and installation of sanitary sewer lines, structural repairs to the condensers and boilers, and incidental related work at building 29 on the Naval Submarine Base New London, Groton, CT. The solicitation will be subject to FAR 52.219-4 Notice of Evaluation Preference for Hub Zone Small Business Concerns. The NAICS (SIC) is 235110 Heating Ventilation and Air Conditioning and the small business standard is $11.5 million. This Invitation for Bid (IFB) package will be available on the NAVFAC Electronic Solicitation internet website (www.esol.navfac.navy.mil). Downloading from the Internet is free of charge. All prospective offerors should register on the website for this project by clicking on the Entrance Button to access and then to create an account. The site may be viewed without an account, but unless an account is established, you will not be able to register for a solicitation. To register, enter the company information, click on "Submit", then follow the remaining instructions. When the IFB package becomes available, your company will receive an e-mail notification indicating you may download the IFB package from the Internet. The "Issue Date" and "Bid/Due Date" stated in this notice are approximate dates. An official Planholders List will be maintained on-line and can be printed from the web site. The Planholders List will not be faxed. Recording companies and Blueprint companies are also required to register. Per the Debt Collection Improvement Act of 1996, the Defense Federal Acquisition Regulation Supplement (DFAR) has been amended to require all contractors to register in the Department of Defense (DOD) Central Contractor Registration (CCR) Database. Be advised, for solicitations issued after May 31, 1998, failure to register in the CCR may render an offeror ineligible for award of DOD contracts.
