- Description
- This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6 as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals/bids are being requested and a written solicitation will not be issued, and will be distributed solely through the General Services Administration's Federal Business Opportunities (FBO) web site http://www.fedbizopps.gov/. Interested parties are responsible for monitoring the FBO site to ensure that they have the most up to date information about this acquisition. Request for Quotation (RFQ) Number 0022652 is being conducted under the procedures of the Federal Acquisition Regulation (FAR) Parts 12 and 13. This RFQ is unrestrictive. The North American Industrial Classification System (NAICS) number is 421490, the size standard is 100 employees. The RFQ incorporated provisions and clauses that are in effect through the Federal Acquisition Circular 97-27. The Federal Bureau of Investigation intends to award a Brand Name or Equal, Firm Fixed Price type contract. If items called for in the RFQ are identified by a "brand name or equal" description, the identification is intended to be descriptive, not restrictive, and to indicate the quality and characteristics of products that will be satisfactory. Quotes offering "equal" products will be considered if such products are clearly identified in the quote and are determined by the FBI to meet fully the salient characteristic requirements of the products. Unless the vendors clearly indicate in their quotes that they are offering an equal product, the quotes shall be considered as offering a brand name product. Salient characteristics are as follows: 1) Portable Raman spectrometer to include water resistant carrying case; 2) Size : 1 cubic foot or less; 3) Weight: 25 pounds or less; 4) Portable by a single operator; 5) Spectral range 300-1800 cm-1; 6) Resolution 6 cm-1 ; 7) Fiber optic Raman sampling probe a) filtering optics for 785 nm (nanometer) excitation wavelength; b) 5 meter cable length; c) 10 millimeter working distance; d) compatible with existing 50 meter Inphotonics probe; 8) frequency-stabilized laser with a linewidth of less than 1 cm-1 a) excitation wavelength of 785 nm; 9) Operational on both 110V AC and 12V DC with appropriate cables/converters to use the system from a vehicle power outlet; 10) Sample holder: a) capable of holding up to a one gallon size bottle; b) has opening to fit fiber optic Raman sampling probe; c) blocks outside light; d) shutter mechanism that enables Class I operation of Raman Probe; 11) notebook computer with instrument operating and acquisition software installed ; spectra saved in GRAMS/32 format; data analysis software installed; capable of searching GRAMS/32 format spectral libraries, minimum process speed 600 MHz. If an equal is submitted, the FBI reserves the right to test compatibility with existing Inphotonics equipment and suitability of equipment for rapid deployment. The items are as follows: one (1) each of : CLIN 1 -- InPhotote Portable Raman Spectrometer Part INP-3B- 785SR; CLIN 2 -- InPhotone Raman Probe, Part RP785-12-05; CLIN # 3 -- InPhotote Sample Holder, Part PA-SH01; CLIN 4 -Spectral ID Software; CLIN 5 -Inphotote Adapter cable, power, car lighter jack, Part LPC-INP. The following clauses are incorporated by reference: FAR Clause 52.211-6 -- Brand Name or Equal (Aug 1999); FAR Clause 52.215-5, Facsimile Proposals (Oct 1997); FAR 52.232-33 Payment by Electronic Funds Transfer (May 1999); FAR 52.225-13 Restrictions on Certain Foreign Purchases (Jul 2000).
