Description
This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6 as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals/bids are being requested and a written solicitation will not be issued, and will be distributed solely through the General Services Administration's Federal Business Opportunities (FBO) web site http://www.fedbizopps.gov/. Interested parties are responsible for monitoring the FBO site to ensure that they have the most up to date information about this acquisition. Request for Quotation (RFQ) Number 0022098 is being conducted under the procedures of the Federal Acquisition Regulation (FAR) Parts 12 and 13 (test program). This RFQ is unrestrictive. The North American Industrial Classification System (NAICS) number is 421490, the size standard is 100 employees. The RFQ incorporated provisions and clauses that are in effect through the Federal Acquisition Circular 97-27. The Federal Bureau of Investigation intends to award a Brand Name or Equal, Firm Fixed Price type contract. If items called for in the RFQ are identified by a "brand name or equal" description, the identification is intended to be descriptive, not restrictive, and to indicate the quality and characteristics of products that will be satisfactory. Quotes offering "equal" products will be considered if such products are clearly identified in the quote and are determined by the FBI to meet fully the salient characteristic requirements of the products. Unless the vendors clearly indicate in their quotes that they are offering an equal product, the quotes shall be considered as offering a brand name product. The FBI reserves the right to test for compatibility with existing equipment. The contractor shall provide and deliver the analyzers, as described in this combined synopsis/solicitation and the price shall include all labor, materials, manuals and handbooks, warranty and transportation necessary to deliver the units. Salient characteristics are as follows: Portable dual function Photo Ionization Detection (PID) and Flame Ionization Detection (FID) analyzer to detect organic compounds at parts per million and parts per billion levels; Weight: not to exceed 12 pounds; Power: rechargeable NiCd Battery; Portable operation time: 7 hours or more; Response time: 2 seconds; Readout: bar graph and four digit LCD; Minimum Detectable Limit: 100 ppb benzene (PID) and 200 ppb benzene (FID); Sample Flow Rate: 1000 cc/min. The items are as follows: Thermo Environmental Instruments -- CLIN # 1 -- Ten (10) each -- Model 81040 TVA 1000B Century Portable Toxic Vapor Analyzer Dual Function FID/PID; CLIN # 2 Ten (10) each -- Model 510095-1 Charcoal Filter Adapters for TVA 1000B; CLIN # 3 -- 10 ea -- Model CR012LZ Spare Battery Pack; CLIN # 4 -- 10 each -- Model CRO11PF Extension Wand; CLIN # 5 -- 4 each -- Model CR012UH Calibration Kit ; CLIN # 6 -- 11 each -- Model CR011WC Spare Hydrogen Tank Assembly; CLIN # 7 -- 11 pk -- Model CR013ED Watertrap Membrane w/o- ring assembly (Package contains 5 each); CLIN # 8 -- 5 pk -- Model 620090 Filter Cups ( Package contains 5 each) . The Government reserves the right to purchase up to an additional 100% of each item over a twenty four (24) month period, based on the needs and requirements of the Government and the availability of funding. The period of performance of this contract shall be from date of contract award not to exceed twenty-four (24) months. The response to this RFQ should include pricing for quantity options. Warranty: The Contractor shall provide the equipment and supplies required under this contract with the most favorable commercial warranties the Contractor offers any customer for such items. The rights and remedies provided herein are in addition to and do not limit any rights afforded the Government by any other clause of this contract including the FAR clause 52.212-4(o).
