Description
The Air Armament Center's Range Instrumentation System Program Office (RISPO), AAC/WMRR, plans to issue a Request for Proposal (RFP) on or about 16 Aug 2001, for a Multi-Service Target Control System (MSTCS) Data Link Transceiver (DLT). Potential offerors should monitor the website (www.eps.gov) for the official release of the RFP package. This announcement serves as a Notice of Contract Action (NOCA). This will be an unrestricted competition and award will be based on a "Best Value" procurement. Even though cost is a significant factor, award may not go to the lowest offeror. The purpose of the MSTCS DLT acquisition is to provide for a more robust capability by development state-of-the-art technology and incorporating advanced technology, commercial products/standards to achieve target control in the 21st century and to support range interoperability. The intention of this acquisition is to design, develop, and produce high and low power data links for use with the MSTCS as well as for aerial targets. In order to meet current requirements, the MSTCS DLT program will incorporate advanced technology in order to operate as a high and low data link or as a high or low capacity data link. It will be of modular design which permits high and low power outputs and will be able to operate in any combination of high low power and wide and narrow bandwidth configurations as specified within the RFP document. The MSTCS DLT will also be used by the Enhanced Range Application Program (EnRAP) for integration into an improved pod to support the Central Test and Evaluation Investment Program (CTEIP). The intended solicitation shall consist of a Cost Plus Incentive Fee (CPIF) development of the MSTCS DLT prototypes including Firm Fixed Priced (FFP) Options for developmental test and evaluation (DT&E) units and production units. Test support for the prototype units will be established as Time-and-Material (T&M). Flight Test support, any technical insertion, and up to 2 years of depot interim contractor support (ICS) for the DT&E and units will be T&M. Equipment familiarization (training), any technical insertion, and, depot ICS for the production units will be T&M. Delivery for the prototype units are required not later than 18 months after award. The prototype development phase will develop 5 high power and 5 low power units which will be evaluated during 6 months of government conducted DT&E. The RFP will also contain priced options for 10-80 high power DT&E units and 5-30 low power DT&E units. Delivery of these units is required 12 months after option exercise. These MSTCS DT&E units will be utilized in a 12-18 month DT&E to determine effectiveness and suitability for use in MSTCS. Following successful completion for the DT&E units, the Government intends to exercise options for 20-80 high power units for use in aerial targets. Production delivery is required NLT 12 months after award. Pertinent documents will be posted on the web page for Government acquisitions (www.eps.gov) and updated periodically. In addition to the RFP, Government furnished documentation, such as the Interface Control Document (ICD), is posted on the Aerial Targets Information Management System (ATIMS). Access to ATIMS may be obtained via internet at http://atims2.eglin.af.mil or http://atims1.hill.af.mil. Foreign firms are advised they will not be allowed to participate as the prime contractor. Potential offerors are advised that a U.S. SECRET/NOFORN facility clearance will be required prior to award of any resulting contract. Data information which may be available for review or which may be produced under a resulting contract may contain Military Critical Technology List (MCTL) information whose export is restricted by the Export Control laws and regulations. Only those firms who are on the Certified Contractor Access List may receive such information. Request certification and registration be obtained from the Defense Logistics Service Center (DLSC), Federal Center, 74 North Washington, Battle Creek, MI 49016-3412 (telephone number is 1-800-352-3572). Certification is accomplished using DD Form 2345, Military Critical Technical Data Agreement. Trade-offs between technical aspects and cost are highly encouraged, and should allow offerors to propose their best approach. The Government intends to make a single award for the MSTCS DLT effort. The Government also intends to award without discussions. A sources sought synopsis was issued to the Commerce Business Daily (CBD) on 1 June 01. A draft request for proposal, has been posted to www.eps.gov under solicitation number WMRRK-01-DRFP-MDLT. The Air Armament Center (AAC) has appointed an Acquisition Ombudsman to hear concerns from offerors or potential offerors during the proposal development phase of an AAC acquisition. The Ombudsman does not diminish the authority of the Program Director or Contracting Officer, but communicates Contractor concerns, issues, disagreements, and recommendations to the appropriate Government personnel. (You should only contact the Ombudsman with issues or concerns that you cannot satisfactorily resolve with the program manager and/or contracting officer.) When requested, the Ombudsman shall maintain strict confidentiality as to the source of the concern.
