- Description
- This is a combined Synopsis/Solicitation for commercial items prepared in accordance with the format in subpart 12.6 as supplemented with additional information included in this notice. This announcement constitutes only the solicitation; proposals are being requested and a written solicitation will not be issued. This is a request for quotation (RFQ) and the solicitation number is M6700101Q0047. The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 97-11. The proposed acquisition is a small business set-aside. The North American Industrial Classification Standard/Standard Industrial Classification (NAICS/SIC) codes for this requirement are 325188/2899 and the small business size standard is 100 employees. Item #0001: ONE (1) To spray 56.50 (Base Maintenance) and 82.00 (greater sandy run area) flake tons of calcium chloride CaC12 42% on the roads at the rate of (1) pound per square yard. Spraying equipment and applicator: The spray truck will have a tank with a minimum holding capacity of 4,000 gallons. A spray bar capable of providing a spray of CaC12 at (1) pound per square yard. Specification for spraying equipment: To be equipped with the following; (a) A programmable control system to maintain even application rates, regardless of changes in vehicle speed or spray width. (b.) A spray bar applicator with a minimum pressure of 35-psi, and sixteen (16) spray nozzles dispensing at a rate of twenty (20) gallons per minute. (c) Spray bar extensions that can be adjusted to twelve (12) or sixteen (16) feet of coverage beyond the applicator. (d) Extensions and coverage width controlled by the operator from inside the vehicle while still in motion, allowing the applicator to swing back from the extended position to prevent collision with oncoming traffic or other stationary objects. (e) Applicator must have a right side spray bar extension and hoses with a hand held nozzle capable of spraying road shoulders, berm and adjacent areas as requested. (f) Equipment must be capable of unloading from trucks and rail cars, "with no spillage", having a three hundred (300) gallons per minute rating or greater. RECOMMEND ON-SITE VISIT. The contractor is required to be available to commence working within 15 calendar days of receipt of contract award. The contractor work shall not commence until the starting date has been verified. All work shall be completed within twenty-four (24) working hours eight (8) hours a day. Delivery to Marine Corps Base, Camp Lejeune, NC 28542. Quotes other than FOB Destination will be rejected. The following Federal Acquisition Regulation (FAR) and Defense Federal Acquisition Regulation Supplement (DFARS) provisions and clauses apply to this acquisition; FAR 52.212-3 Offeror Representations and Certifications Commercial Items; FAR 52.212-4 Contract Terms and Conditions Commercial Items; FAR 52.212-5 Contract Terms and Conditions Required to Implement Statutes of Executive Orders Commercial Items, DFARS 252.212-7001 Contract Terms and Conditions Required to Implement Statutes or Executive Orders Applicable to Defense Acquisitions of Commercial Items, DFARS 252.225-7000 Buy American Act-Balance of Payments Program Certificate, and DFARS 252.212-7000 Offeror Representations and Certifications-Commercial Items. "OFFEROR SHALL PROVIDE COMPLETED COPIES OF FAR 52.212-3 AND DFARS 252.225-7000 WITH THEIR QUOTE. The Offeror is required to provide their Contractor's DUNS Number and Commercial and Government Entity (CAGE) code with their quote. The CAGE code entered must be for that name and address provided by the Contractor. DFAR 252.204-7004 (mar 1998) Offerors are required to be registered in the Central Contractor Registration database (CCR). Offerors must be registered prior to receiving an award for this acquisition or for any future awards. Evaluation for award will be based on price and past performance. Offerors responding to this announcement shall submit their quotations in accordance with FAR 52.212-1. Also submit descriptive literature with quotation and past performance information of at least one concern giving name, address and telephone number.
