- Description
- The Global Air Traffic Operations/Mobility Command and Control System Program Office (GATO/MC2 SPO) will issue a Request for Proposal (RFP) in the near future to upgrade one military airfield (Graf Igatievo) in Bulgaria. This notification is a sources-sought synopsis and there is no solicitation available at this time. Requests for a solicitation will not receive a response. This is only to notify industry that the following items and services are being considered for acquisition: a) One mobile TACAN (Tactical Air Navigation) meeting the performance requirements of MIL-STD-291C (Feb 1998) to support non-precision instrument approaches and area navigation, to include electronics, outfitted shelter, antenna, cabling and interconnects, one year supply of spares without replenishment, one year commercial warranty, specialized test equipment, remote control and monitor, factory acceptance testing, system installation and checkout, support to Bulgaria commissioning flight inspection (assume 5 days + travel), operations and maintenance manuals in English, and shipping to site. b) One mobile Ground Controlled Approach System (GCA) to provide radar approach control service, including a transportable Category II precision landing capability that can be rapidly realigned to service different runway ends. The system is to include full 360 degree coverage: primary surveillance radar (ICAO Annex 10, Vol I); secondary surveillance radar (ICAO Annex 10, Vol IV); precision approach radar (PAR, ICAO Annex 10, Vol I); three UHF/VHF transceiver radios with 8.33 kHz VHF channel spacing, easily upgradeable to anti-jam and secure communications and high power (50 W) operations; two multi-mode digital color displays; remote control and status units; diesel generator; cabling and interconnects; two year commercial warranty; specialized test equipment; one year supply of spares without replenishment; factory acceptance testing; operations and maintenance manuals in English; shipping to site; installation and integration; training; and support to Bulgaria commissioning flight inspection (assume 5 days + travel). c) One (1) Airfield Lighting System. For planning purposes, runway length is approximately 9,500 feet, and taxiway length is approximately 17,000 feet. Includes: approach lighting systems (ICAO Category II approach lighting system to the main runway and one ICAO Category I approach lighting system to the opposite runway); Precision Approach Path Indicators; runway lights; taxiway lights; threshold lights; high intensity strobe lights; remote control and status units; cabling and interconnects; backup generator; specialized test equipment; operations / maintenance / installation manuals in English; support for system installation and checkout (approach lighting system is planned for customer self-installation with contractor oversight ); training; two year commercial warranty; two year supply of spares without replenishment; factory acceptance testing; and shipping to site. Training for the above systems would be conducted on-site and be administered by the Air Force Security Assistance Training agency (AFSAT). Potential purchase of these items for the Bulgaria Air Force will use Foreign Military Sales (FMS) acquisition procedures. The military airfield at Graf Igatievo has legacy air traffic control and navigation equipment roughly comparable with TACAN and ILS. Methods for minimizing harmful interference, allowing both legacy systems and FMS systems to simultaneously perform will be addressed in the RFP. The items described above must be proven commercial (off-the-shelf) items. Your consideration should assume delivery of all items on-site in Bulgaria NLT 12 months after receipt of orders, inclusive of the time required by the vendor to comply with all export laws and regulations. Bulgaria does not have a Freight Forwarder. You may consider all or part of the above requirements in identifying yourself as a potential source. All respondents are requested to indicate if they are a large business, small business, small disadvantaged business, 8(a) concern, veteran-owned small business or women-owned small business. Indicate if you are a US or foreign owned company. In addition, contractors will indicate whether or not their equipments and services are offered through the GSA schedule or any other government-wide agency contract. Contractors desiring to do business with the Air Force shall be registered in the DoD Central Contracting Reporting System (see http://www.ccr2000.com/). An Acquisition Ombudsman, Lt. Colonel Joseph Maryeski, Director, Commander's Staff, has been appointed to hear concerns from offerors or potential offerors during proposal development. You should only contact the Ombudsman with issues or problems you cannot satisfactorily resolve with the program manager and/or contracting officer. The Ombudsman role is to hear concerns, issues, and recommendations and communicate these to the appropriate government personnel. The Ombudsman will maintain strict confidentiality if desired.
